Organizational Setting and Reporting Relationship
The position of Human Resource Officer is assigned to the HR Business Partners Division (BPHP) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines.
You will report to designated Technical International Staff and will supervise junior team member/s.
Your Role
As Human Resource Officer, you will independently provide advice/support on a broad range of HR functions to support Heads of Departments (HODs) and/or (Senior) Directors of client departments/offices to optimize staffing resources. You will contribute to initiatives related to strengthening talent management focusing on managing, retaining, and developing staff.
You will
- Provide guidance and advise to client departments on interpretation and implementation of HR procedures on employee life cycle actions such as promotion, performance management, transfers, outposting to Resident Missions and field offices, mobility, talent reviews, and short-term assignments.
- Gather and analyze data needed for the preparation of the annual workforce planning and analysis and recommend appropriate actions to ensure optimization of human resources, including providing solutions related to staff-gap measures.
- Support client departments in identifying, developing, and assessing their talent pipeline, including for succession planning
- Develop and/or actively monitor staff actions in client departments and ensure timely processing of non-vacancy driven staff actions (PLCA), senior staff progression, management-initiated transfers, outposting and return to duty station, end of probation, end of fixed term appointment/assignment, underfilling recommendation, extension of service beyond normal retirement date , special leave without pay application/extension/return ) and oversee/manage accurate updating of relevant HR systems and records.
- Contribute to HR initiatives including coordination across different BPMSD divisions/units.
- Independently review non-recruitment related HR processes and propose improvements including updates of relevant templates and systems.
- Provide on-demand career development advice and counselling to staff, including facilitating access to coaching and individual training interventions, as appropriate
- Independently manage employee relations matters, including coordination with BPOD-Legal. Seek support from IS supervisor for complex matters.
- Lead special projects on talent management, as assigned
- Lead recruitment selection panels in partnership with client departments and ensure that ADB recruitment policies and procedures are properly implemented, as needed
- Support the implementation of HR programs including Country Director and Deputy Country Director selection and placement, batch outposting, Young Professional Program, Internship Program, and secondments/sponsor-funded programs.
- Perform other tasks as assigned and reflected in the incumbent’s workplan.
You will need
- Bachelor’s degree in human resources, economics, psychology, social sciences, business administration, or related fields, preferably with relevant advanced or practical training
- At least8 years of relevant professional experience with knowledge and understanding of HR policies, processes, and procedures
- Knowledgeable on HR procedures in talent management
- Demonstrated knowledge of position management
- Demonstrated experience in managing employee relations matters
- Experience in recruitment, including leading recruitment selection panels
- Experience in project management.
- Experience in supervising junior colleagues.
- Good analytical thinking and capacity to prioritize tasks
- Excellent oral and written communication skills in English.
- Proficient in utilizing AI generative tools to enhance HR processes and office productivity.
