• Graduate of Mechanical Engineering or equivalent.
• Minimum of 5 (five) years of working experience as QA/QC Engineering and Management of FEED, Procurement, Construction, Commissioning and coating and welding; experience in inspection for 10 years; handover with static/pressure equipment and structures of equivalent.
• Preferably PRC Licensed or Registered Engineer
• Familiarity with relevant codes, regulations, and quality management systems (ISO 9001, etc.).
• Knowledge of welding or preferably a Certified Welding Engineer as per ISO 14731. or Local Eq.
• Knowledge of coating inspection or certification as a BGAS-2 or NACE Level 2 painting inspector.
• Familiar of Shell DEM1, DEM2, DEP, Project Guides/Standards and Oil/Gas International Design/Construction Codes and Standards such as API, ASME, AWS, ASTM, NACE, EEMUA, ISO and BS including Sour Service and Hazardous Classified Locations.

Responsibilities:

• HSSE and Safety: Comply with Health, Safety, Security, and Environment (HSSE) & Life Saving Rules, contribute to Goal Zero, Safe Working Practices, and Safety improvements in all company and project facilities for both onshore & offshore locations.
• Quality Management System (QMS): Ensure the integrity of the Quality Management System (QMS) is maintained on all the projects Capital Expenditure/ Operating Expenditure (CAPEX/ OPEX) of our client SPC Shell Philippines Corp.
• Quality Plan Implementation: Ensure the implementation of the approved Quality Assurances Plans, Procedures, and DEP Standards on the design, material delivery, fabrication, installation, and handover of assets are compliant.
• Technical Review (Inspection/Test Requirements): Review technical specifications of the project to determine inspection and test requirements, applicable codes, and standards (DEP's, ASME / AWS / API / AISC / ASTM, etc.).
• Drawing and Specification Review: Check/Verify the drawings and specifications and familiarize construction details.
• Inspection Test Plan (ITP) Development: Develop the Inspection Test Plan (ITP), review, and secure approval from Technical Authorities (TAs) prior to endorsement to Project Delivery Executives (PDE’s).
• Personnel Assessment: Conduct IC QAQC Personnel assessment and endorsement to the client for approval and accreditation.
• Kick-Off Meeting (KOM) Involvement: Participate in QAQC involvement during the Kick-Off Meeting (KOM).
• Pre-Inspection Meeting: Ensure to facilitate the Pre-inspection meeting after KOM completion.
• Technical Query/Deviation Review: Review and approve proposed Technical Query / Technical Deviation (TQ/TD) for the project.
• Site Meetings: Participate in site kick-off meetings and attend area toolbox meetings when at the site for a site visit or quality audits.
• ITP Implementation: Strictly implement the Inspection Test Plan.
• Material Inspection: Conduct material inspection and verification prior to delivery on site and review of the material certificate.
• Welding Documentation: Check/Verify the project welding documents (WPQT, WPS, Welding sequence, etc.).
• Workmanship and Documentation Site Check: Conduct site visits and check/evaluate project workmanship and documentation.
• Non-Conformance Reporting: Raise Site Observation Notice (SON) or Non-Conformance Report (NCR) if needed.
• NCR Assessment: Assess NCRs raised per project.
• Internal Coordination Meeting: Facilitate the IC QAQC Weekly Coordination Meeting.
• Performance Assessment: Assess IC QAQC Personnel performance through weekly IC Scoring and monthly vendor KPI.
• Document Review (Weekly): Review QAQC documents submitted weekly, ensuring compliance with the approved inspection and test plan requirements.
• Document Uploading: Upload QAQC documents on the BTSMC share point.
• Commissioning Support: Support the Project Engineering (PE) and Project Services (PS) Team on providing the stamped QAQC Documents needed for commissioning Table 1 and 2 roll out.
• Final Documentation Review: Conduct the final review of commissioning Table roll out documents prior to Pre-Commissioning, Commissioning, and Pre-Start-up Safety Review/Start-of-Operations/Final Ready for Construction Notice (PSSR/SOF/FRCN) prior to endorsement to PS.
• Weekly Reporting: Submit the QAQC WPR (Weekly Performance Report) weekly.
• Company Coordination Meeting: Attend the BTSMC Weekly QAQC Coordination Meeting.
• Other Duties: Perform other duties that may be assigned by the Immediate Superior from time to time.

Other Details:

• Work Schedule: 7:00 AM-4:00 PM - Monday to Friday
• Work Location: Full on-site at Shell Import Facility Tabangao/Shell Terminals or Outports.
