Position Title: IT Specialist IV
Monthly Salary: ₱25,494.00 (inclusive of 20% premium)
Employment Type: Contract of Service (COS)
Office Assignment: Human Resource Management and Development Unit (HRMDU), Finance and Administrative Division (FAD)
Location: EMB-NCR, NEC Compound, East Avenue, Diliman, Quezon City

Job Overview:

The Environmental Management Bureau – National Capital Region (EMB-NCR) is seeking a committed and detail-oriented IT Specialist IV to support digital integration, HRIS functions, and administrative documentation within the Human Resource Management and Development Unit (HRMDU). This role will contribute to the seamless operation of HR mechanisms through the management of data systems, learning evaluations, payroll interface, and employee engagement initiatives.

Key Responsibilities:

  • Assist in the preparation of HRMPSB documents including CS Form No. 9, Minutes of Meetings, Candidate Evaluation Sheets (CES), Comprehensive Evaluation Results (CER), and Board Resolutions.
  • Screen applications for regular positions in accordance with CSC MC No. 14 s. 2018 and the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA).
  • Manage the Online Job Posting (Indeed.com).
  • Draft official communications including letters, memoranda, guidelines, and special orders.
  • Facilitate the onboarding of new employees into the HRIS and IIS, and prepare official Employee IDs.
  • Serve as alternate focal for payroll preparation and remittances for both Regular and COS employees.
  • Design Pasasalamat tokens and retirement video presentations.
  • Serve as HRIS focal person, overseeing business rules, biometric data, leave and time records, and employee profile management.
  • Validate and sync biometric logs to HRIS in preparation for payroll runs every 15th and 30th of the month.
  • Act as Focal Person for the EMB-NCR Information Kiosk.
  • Maintain and regularly update the EMB-NCR PRIME-HRM microsite (Google Site) with content related to RSP, L&D, PMT, and R&R.
  • Perform other related duties as may be assigned by the Section and/or Division Chief.

Minimum Qualifications:

Education:
Bachelor’s degree in Information Technology, Computer Science, Public Administration, Human Resource Management, or any related field

Eligibility:
Preferably with relevant experience in HRIS or public administration systems

Skills and Competencies:

  • Proficiency in information and data management systems, especially HRIS platforms.
  • Capable to integrate AI information for various HR platforms.
  • Strong technical documentation and administrative support skills
  • Familiarity with Civil Service Commission (CSC) rules and PRIME-HRM mechanisms
  • Excellent communication and organizational skills
  • Attention to detail and ability to manage multiple HR functions simultaneously
  • Graphic design or video editing skills (for retiree recognition) is an advantage
  • Strong ethical commitment and respect for confidentiality
